Committee Members Kathy Cupps, P.E. has served as Washington State’s Lead/Coordinator for the Water Reclamation and Reuse Program since August 1999. She previously served 11 years in the Washington Department of Ecology’s Southwest Regional Office. Prior, Cupps was employed as a consultant and in private industry. Cupps is a registered professional engineer employed by the Department of Ecology, Water Quality Program. She received a BSCE in Environmental Engineering from the University of Houston and a masters degree from New Mexico State University. Cupps is Co-chair of the Pacific NW Clean Water Association’s (PNCWA) Water Reuse Committee. She also serves as member of the national AWWA and WEF Water Reuse Committees, the WateReuse Association, the Pacific NW AWWA Water Resource Committee and the Washington section of AWRA. John Eliasson, R.S. has over 20 years experience in on-site wastewater management, both at the local and state health department level. He has been employed with the Washington State Department of Health as a Wastewater Management Specialist for the last 15 years. Current program areas of responsibly include technical assistance group lead for rule development issues and managing the Washington State’s experimental system program. Mr. Eliasson is a Registered Sanitarian in the State of Washington. He has been involved in on-site wastewater system course development and delivery for on-site wastewater sewage practitioners, and the presentation of on-site wastewater management papers at Northwest On-Site Wastewater Treatment Short Courses at the University of Washington. His academic credentials include a Bachelor of Science from the University of Washington School of Public Health and Community Medicine and a Bachelor of Arts at Pacific Lutheran University. Terry Hull has been active in wastewater field for many years; owing his own design/construction/maintenance company, as a public health officer and water quality regulator. Currently he serves as the Onsite Sewage Program Lead for the Puget Sound Action Team (PSAT). JR Inman has worked for Northwest Cascade Inc. for over 25 years and in the onsite industry for 15+ years. He currently manages the Septic Pumping, Drain cleaning Industrial maintenance & Tank Delivery divisions of Northwest Cascade. He has been a WOSSA board member as is currently the President. JR is a licensed O&M specialist, Pumper & Installer in many different Washington counties. Dave Lenning has 25 years with local and state government, 10 years with his own consulting/education firm and conducts training around North America. He is also an adjunct faculty member of UW School of Public Health and Community Medicine. Peter Lombardi currently works for Orenco, Inc. and serves on the Washington Onsite Sewage Assoiation (WOSSA) board. Peter has been a member for the committee for three short courses. A. J. Maupin, P.E. has 20 years combined engineering experience in industry, private consulting, and civil service. A.J. is currently employed at the Idaho Department of Environmental Quality (IDEQ), Water Quality Division, Wastewater Program, as a Wastewater Engineer. He is tasked with supporting the on-site wastewater industry and Idaho's health districts maintain compliance with state regulations, protecting Idaho's ground and surface water resources, while being protective of human health. A.J. coordinates the State of Idaho's On-site Wastewater Technical Guidance Committee, which is tasked to evaluate onsite technologies, and other onsite wastewater issues, and make recommendations to IDEQ. His academic credentials include Bachelor and Masters of Science in Mechanical Engineering from the University of Idaho. Robert Seabloom is the co-chairman of the short course. Prof. Seabloom has been involved in the short course since its' inception. He is an emeritus professor in the Department of Civil and Environmental Engineering at the University of Washington. His area of interests are: Water Quality and Water Pollution Control, Solid Waste Management and Disposal and Implementation of small scale low technology water and wastewater systems. Robert C. Simmons is a Water Resources Agent with Washington State University Extension. He provides technical assistance and educational programs in water resource protection for local governments, local professionals and the public. Current educational programs target homeowners and developers that focus on reducing the impact of development on water quality. Bob is the statewide lead for WSU Extension’s Water Resources Leadership Team and education program director for the Washington Water Research Center. He holds a Master's degree from the University of Rhode Island in Water Resources Management and a Bachelor's Degree in Geo-mechanical Engineering from the University of Rochester. H. David Stensel is the co-chairman of the short course. He currently teaches for the University of Washington Civil and Environmental Engineering Department at the University of Washington. Dr. Stensel's research interests include: Biological Nutrient Removal, Oxygen Transfer and Substrate Utilization in Fixed Film Systems, Bio-degradation of Toxic Pollutants and Biofilters for Toxic Gas Treatment. Dr. Stensel has a Ph.D from Cornell University. Jerry Stonebridge founded Stonebridge Contruction Co., Inc. in 1976, specializing in on-site evaluation, design and installation of wastewater treatment systems. In 1997, he started Water, Wastewater Maintenance and Management Specialists (WWMMS), focusing on wastewater treatment inspections and pumping. He was a founder of WOSSA, and currently serves as an active member. Jerry has a Master of Science Degree from the University of Washington in Bioengineering and Bioelectromagnetics as well as a BS in Zoology and Chemistry from Washington State University Bill Stuth, Sr. has worked in the on-site industry since 1955, establishing Stuth Co. Inc., a contracting firm, in 1962, and Aqua Test Inc., a monitoring company with an EPA accredited wastewater laboratory, in 1986. He has been designing, installing and troubleshooting on-site systems for 52 years. The past 19 years have been spent specializing in high strength wastewater in both commercial and residential systems. He is the developer of the NIBBLER® treatment process. Bill is a founding member and past president of the Washington On-Site Sewage Association and the Northwest On-site Wastewater Training Center, and a founding member of NOWRA serving two terms as a board member. He is also a member of NEHA and ASAE. He has been a member of the University of Washington Wastewater Treatment Short Course planning committee since its inception. John Thomas is currently the Executive Director for the Washington On-Site Sewage Association (WOSSA). In this role he manages the day to day needs of the association in addition to management of the NWOTC (Northwest On-Site Training Center) for WOSSA. At a national level in Industry, he serves as the Committee Chair for NOWRA for the State Leaders Group representing other state associations and affiliates to the national organization and coordinates state activities with other committee's for NOWRA. Prior to his current position with WOSSA, Mr. Thomas worked as a Small Business Management Consultant for several years and working with a multinational manufacturer, created and managed a training management program for that company in North America. This program incorporated critical knowledge and critical skills into practical training resources and was a certified program to the International Standards Organization. His other work experience includes organizational management, leadership development and strategic planning.
