Paper Title: Integrating Pavement Management

Abstract Text : Swedish National Road Administration (SNRA) administers 100 000 km state roads and is financed by the state budget. Road maintenance represents more than half of the budget. SNRA is facing common problems of road administrations, namely increasing demands on road network performance combined with decreasing road budgets and decreasing public confidence in efficiency and expert knowledge of road administration. The remedies are increased efficiency and increased transparency. They can be achieved by several methods: -Management perspective widened to the overall society-Systematic dialogue with the government, road users etc-Separation of road network management and production-Increased flexibility.To support this development, an integrated Road Management System (RMS) is being developed in stages. Pavement Management System (PMS) is used as a pilot project. The RMS covers all activities in all major business functions. Research projects and international experience are used to deliver required knowledge. Some major components are:-Common glossary-Measurable objectives-Specification of decision support-Business method descriptions-RMS-software.A number of innovative features have been used. They can be divided in three categories:-Different types of integration-Introduction of new aspects and models-Use of knowledge not used beforeMost of the RMS-components are in use. The knowledge base of the PMS covers models for condition deterioration, traffic effects, works effects and optimisation. It is continuously improved. In summer 2001, there will be quite a lot of experience to share.
