Paper Title: The Integration of Asset Valuation and Thailand Pavement Management System

Abstract Text : Thailand pavement management system has been under development for Thailand Department of Highways since 1984. Thailand Department of Highways is responsible for constructing and maintaining all major highways in Thailand. However, the existing system has many limitations and drawbacks such as the aggregation of its inspection procedures and the difficulty in updating the networkanalysis module. These weaknesses result in inefficiency of pavement maintenance planning and activities. In addition, maintenance budget is allocated through central government funding. The concept of asset valuation draws a lot of attention to the highway agencies and politicians, particularly in Thailand, since the economic stimulation associated with new construction is popular among voters. Therefore, most highway agencies have a very difficult time convincing the politicians to adopt a policy of maintenance management. Financial statements presenting the asset values provide a clear picture in monetary terms for the decision-making process at the management level. This paper discusses a framework for integrating asset valuation and the existing pavement management system.
