Paper Title: Integrating Road Management Systems and Information Technology In Business Process Reforms

Abstract Text : The upgrading of an existing pavement management or bridge management system provides an opportunity also for improving the business practices and for integration in a modern information technology framework for an enterprise. In the Philippines, the Department of Public Works and Highways (DPWH) opted for more than just a technology solution – they began with Business Process Reform (BPR), which identified the business activities to be improved, including the information technology (IT) support. The IT would move from a series of independent systems operated by separate units to an integrated series of applications operating within a common information technology framework. With this holistic approach, the IT systems will support all the core business processes (planning, programming, project implementation and monitoring) and the support processes (financial, procurement, human resource administration, etc.). In particular, the core activities are being developed as complementary but separate applications, which provides the flexibility for progressive upgrading. Begun in 1997, the first process and system design phase is being completed and the development and implementation of the business improvement areas has begun. The challenges and opportunities that this presents for achieving enhanced business performance from the road management systems are the subject of this paper.
