Abstract Title: Magnetospheric Turbulence and the Position of Substorm Expansion Phase Onset

Abstract : One of the main problem of the physics of the magnetospheric substorm is the problem of the position of the substorm expansion phase onset. The onset manifested by the first auroral arc brightening on the equatorial boundary of the auroral oval take place deep inside the magnetosphere on the quasidipolar magnetic field lines. The localization of the substorm expansion phase onset is possible to explain taking into account the existence of the high value of the plasma sheet velocity fluctuations. Substorm expansion phase onset is the result of the instability development. But only region stable before substorm expansion phase onset can become unstable. Therefore the instability can not be developed inside the turbulent part of the plasma sheet. The mechanism of the instability development is analyzed. The nature of the plasma sheet reconnection phenomena is discussed.
