Background
On August 15, 2003, the U.S. National Marine Fisheries Service (NOAA Fisheries) approved the Regional Road Maintenance Endangered Species Act (ESA) Program that had been submitted jointly by the Washington State Department of Transportation (WSDOT) and 23 other city and county agencies in Washington State in 2002. The program was the result of several years of collaboration by these agencies, and the program guidelines, when put into practice, help to minimize the impact of road maintenance activities on water and habitat. The Regional Road Maintenance ESA Training Program, which has trained almost 3000 road maintenance employees since 2002, is one of the ten elements of the regional program.

The courses in the Regional Road Maintenance ESA Training Program focus on maintenance engineering, environmental science, and, most importantly, the Best Management Practices (BMPs) in road maintenance. BMPs include processes for erosion and sediment control; protection of disturbed areas from storm water runoff; stabilization of disturbed areas; methods for minimizing runoff velocities; retention of sediment on the site, and inspection and maintenance of BMPs.
Four Training Tracks
The Regional Road Maintenance ESA Training Program has four separate tracks. The Regional Forum presents Track 1, and the University of Washington presents Tracks 2, 3 and 4.
