University of Washington ADVANCE Department Transformation Grant

In response to feedback from department chairs regarding low numbers of women and minority faculty and the culture in their units, the University of Washington ADVANCE Center for Institutional Change (CIC) announces the Departmental Transformation Grant Request for Proposals.

Funding requests must address BOTH creating opportunities for women and minorities AND departmental cultural change. Specific objectives of the proposal could include the following ideas, but ADVANCE also welcomes innovative alternatives:

Creating opportunities

  • Define concrete plans to recruit and advance women and minority faculty (and graduate students) in the department. If recruitment is addressed, it is suggested that the departmental search committee chair serve as a co-PI on the proposal.
  • Offer visibility to women and minority scientists and engineers at other universities by inviting them to make presentations in the department's regular seminar series, interact with faculty and graduate students in the department, and/or establish research collaborations with UW faculty.
  • Facilitate new forms of mentoring and community-building relationships between junior and senior faculty within the department. Plans to include women and minority faculty in large collaborative research efforts are especially encouraged.

Departmental Cultural Change

  • Bring in a cultural change expert to assess the department climate/culture or conduct a needs assessment of the department and identify specific action items to improve the environment for all faculty.
  • Work with an expert to analyze the codes of professional conduct, decision-making and planning processes, formal and informal policies and practices, workloads, patterns of resource allocation and faculty support, and departmental culture for disparate impact based on gender and ethnicity.

ADVANCE can help departments identify such experts. Applicants may wish to examine the ADVANCE Faculty Retention Toolkit and the University of Michigan ADVANCE Departmental Transformation Grants winning abstracts for ideas of additional possible activities. ADVANCE will also post funded abstracts to our website as awards are made.

Eligibility and Budget

Proposals may be submitted by any ADVANCE Department. Departments may also submit cross-departmental proposals. The Department Chair must be the PI or co-PI of the proposal, unless extenuating circumstances do not permit this arrangement (consult with ADVANCE if this is the case). Up to $16,000 in salary and benefits (in direct costs) can be requested for an additional faculty member within the department to serve as PI or co-PI. In addition, up to $3000 in direct costs may be requested for community-building activities. The CIC or the Center for Workforce Development (CWD) is available for consultation about the proposed efforts.

Proposal Format

Three-page proposals should include

  • description of how the department will create opportunities for women and minority faculty (or potential faculty)
  • description of how the department will address cultural change
  • list of involved faculty and their roles
  • request for help identifying outside expert (if needed)
  • time line and milestones for up to a 2-year period
  • budget for the funds requested--DO NOT INCLUDE INDIRECT COSTS IN THE BUDGET.
  • explanation of outcome assessment (i.e. how will the impact of the project be measured).

Grant Deliverables

  • strategic plan for carrying on initiatives (due date to be negotiated with ADVANCE)
  • an annual report about both activities and expenditures (budget revisions may be made, if deemed necessary by the CIC.)

Application submission

Proposals may be submitted in hardcopy to the CIC. Applications due: October 29, 2004. Proposals will be reviewed by the ADVANCE Leadership Team.
